Add CELERY_EVENT_QUEUE_PREFIX option in config

Add CELERY_QUEUE_PREFIX in app config, defaulting to
'celeryev'.

Use CELERY_QUEUE_PREFIX as the default queue prefix in
events.EventReceiver.

Also update documentation for CELERY_EVENT_QUEUE_PREFIX.
