<a href="https://github.com/wikimedia/parsoid/commit/7fb4dc9f4">Put the &#39;fake&#39; xmlns attribute first, in an attempt to better match JS

We lose the attribute ordering when using the PHP DOM, but `xmlns` is
&quot;usually&quot; the first attribute.  Try to preserve string-identical output
when that&#39;s the case.
