Correctly serialize complex numbers with a nonzero real part.

In validation/fields/custom.py, is_imaginary was used to check if a
number was complex, needing to be serialized as a pair of floats. This
causes, for instance, qiskit-aer to crash when attempting to initialize
a nontrivial state.
