Allow seeding of RNG engine for reproducibility

Most of the randomness comes from rand(), which was already seeded, but
some comes from a separate C++11 random engine, that was always seeded
with time.  This meant that some tests were not reproducible.

Seed that RNG also, both in the tests and in the regular game when it
calls srand.  This allows reproducible tests.
