Remove pyc files before running stestr in tox

This commit add a removing *.pyc files command before running stestr in
tox. Sometimes, old *.pyc files are remaining which is not good,
basically. To do this, this patch adds a tiny python tool for Windows
environments. Because `find` command in Windows doesn't equal to Linux
one.
