[lambda][tests] disable firehose log functionality + small handler refactor

* Add the ablity to disable certain log types with Firehose.  This does two things: Ignores the Firehose Stream from being created, and prevents the Lambda function from sending to Firehose for that specific type.
* Had a lot of trouble testing this code as one big function, so it's now broken out into multiple static/instance level methods.
* Refactored and simplified the unit tests to verify core functionality for Lambda to Firehose
