[FIXED] Queue redelivery on startup

- Ensure that unack'ed messages of each member are redelivered to
  the same member, otherwise there is a risk that a message from
  member 1 is redelivered to member 2, which adds it to the list
  of unacknowledged, then when moving to member 2, that same message
  may be redelivered to some other member, etc...
- Ensure that all unack'ed messages are attempted to be redelivered
  before sending new messages.
