Update weapon range for active RELOAD_AND_SHOOT ammo

Targeting info was being set in game::plfire( item &, int ), while the
loading of RELOAD_AND_SHOOT weapons didn't happen until
game::plfire(). This meant that maximum range was being calculated
without counting any range bonus from the arrows, making it impossible
to attempt to shoot anything beyond the base bow's range.

This was especially painful with earlier bows. As the shortbow has a
base range of 6 and the fire-hardened arrows available about the same
point in the game grant a range bonus of 6, that combination's range
was effectively halved.
