Add tests for edga case of mkTag - input byte stream is invalid

mkTag is used in Parse.parseOneTag which is given two byte streams
- store - the byte stream of RPM data to parse
- bs - stream of 4 bytes describing which particular tag mkTag is
  supposed to read (tag ID, ty, offset, count)

Any of these parameters could be invalid (not containing enough
bytes), empty or contining bogus values.
