Add a Story's history feature

A new HistoryView is added to allow users to see the activities performed
on that single Story. A loading spin runs while the activities are being
fetched

There were a couple bugs fixed

- Fix bug where .click-overlay would overlap the project velocity form

- Fix bug preventing the user to see a loading-spin during the pageload

Fix problems on review

There were a few different corrections:

- remove parent() calls on js components

- Tests for Activity's controller and by_story scope were added

- Add missing restore() to a few stubbed objects

- Move ActivitiesController to Stories module

- Add an ActivityPolicy
