Make sure virt-handler leaves migrating VM alone

To avoid deleting migrating events, check the cluster if a VM is
migrating to the host of a virt-handler instance, if the VM is not in
the virt-handler cache. If it is, don't delete it. Otherwise go on with
the usual deletion handling.
