Merge pull request #86 from gnosis/feature/buy-bot-improve

- Allow to define in the rules warnIfNotEnoughBalance
- Do not log concurrent checks in the first 10min (reduce log noise)
- Add 18 decimals as the default for tokens without decimals defined
- Simplify how we get the info for the buy bot
