Add task right panel workflow controls (#1995)

* feat: add task right panel workflow controls

Add task-scoped workflow model overrides and expose task setup, workflow, gate, and agent controls in the right panel.

* fix: address task panel review feedback

Tighten task workflow model override validation and preserve right-panel/user edit state across task updates.

* fix: harden task model override locking

Limit override lock checks to real task starts, respect explicit workflow clears, and recheck lock state immediately before override writes.

* fix: clear stale task model overrides

Reset pending model override state per task and clear saved overrides when task workflow selection changes.

* feat: show draft/open tasks in middle column with flat card layout

Draft and open (not yet started) tasks now render TaskAuxiliaryPanel
in the middle column instead of the right panel. The flat view shows
description, details, a workflow picker, per-agent model overrides,
and gates as scrollable cards with a back button and three-dots menu
for status transitions (publish, archive, etc.). The right panel
reverts to the dev-branch layout (Artifacts, Timeline, Log tabs only).

Description is now an always-visible editable textarea that saves on
blur. Depends-on tasks are shown as a card with task number, title,
and live status badge when dependsOn is non-empty.
