fix Windows release: statically link pcre2 and zlib into DLL

Switch to x64-mingw-static vcpkg triplet so libpcre2-8.dll and libz.dll
are baked into libwows-depack.dll at build time. Also pass -static-libgcc
to avoid any residual MinGW runtime DLL dependency.
