feat: add Gemini PR automation workflows

- Added `comment_pr.yml` to enable iterative PR updates via
  `@gemini-pr-agent` comments.
- Added `create_pr.yml` to automatically generate PRs for reported
  issues.
- Updated `.gitignore` to exclude Gemini CLI artifacts and credentials.
