Bump CI matrix to Python 3.10-3.15, drop 3.8/3.9

* ci.yml — matrix now ['3.10', '3.11', '3.12', '3.13', '3.14', '3.15']
  with allow-prereleases: true (3.15 is alpha at the time of writing).
  fail-fast: false so all versions report independently. Build-artifact
  job now runs on 3.13 (was 3.11).
* release.yml, publish-pypi.yml — bumped setup-python to 3.13.
* pyproject.toml — requires-python = '>=3.10'; classifiers updated.
* setup.py — classifiers updated to match.
