Re-write PBS updater script to not use Pants (#23281)

I de-pantsed this script, as I didn't have to like bootstrapping Pants
just to call Github. This new script uses the `gh` CLI directly.

One of the reasons to avoid Pants for this, is that avoiding the
bootstrapping phase will let this script be a part of (e.g.) weekly dev
releases and committed as part of the CI.
