Regenerate project scaffolding from Wiswa:

- Refresh `.claude/agents/release.md` and `.claude/agents/wiswa-sync.md`
  with rewrapped instructions.
- Add `approvedGitRepositories: ['**']` to `.yarnrc.yml`.
- Bump `CITATION.cff` release date to 2026-04-20.
- Bump `globals` from 17.4.0 to 17.5.0 in `package.json`.
- Raise `esbonio` minimum to 2.0.0 in `pyproject.toml`.
- Refresh `uv.lock` and `yarn.lock`.
