[Refactor - internal] Simplify handlers (#4164)

* Deprecate operands.GetLabels

This function requires an existing HyperConverged CR, only to use its
name, while the name is constant and no other name is allowed. That
causes too complex code to create handlers dynamically, when they can be
created in advance. This change will allow simplify the code that
creates new handlers.
