More PHP quirks: @ unix + double TZ, bare short digits

- parseUnixTimestampInto now emits "Double timezone specification" warning
  at the position of the trailing TZ when present (@1234567890 UTC etc.).
- New parseBareDigitsFallbackInto reproduces PHP's bare-number behaviour:
    * 1-3 digits ("23", "123"): N "Unexpected character" errors,
      one per digit.
    * 5+ digits ("12345"): first 4 digits parsed as HHMM when valid,
      then "Unexpected character" per trailing digit.
  (4-digit bare numbers keep going through tryParseYearOnly.)

Suite: 373 PHP parity cases.
