chore: bump deps, switch ts-node to tsx for Node 18

- bump @biomejs/biome, @types/sinon, sinon,
  node-opcua-crypto, yauzl
- replace ts-node/register with tsx in .mocharc.json
  to fix ERR_UNKNOWN_FILE_EXTENSION on Node 18
  (mocha 11 uses import() which bypasses ts-node CJS)
- move coverage job from Node 18 to Node 20 (nyc
  still needs ts-node internally)
