make: fix work with CXXFLAGS and deprecate 'tests' target, close #356

When `CXXFLAGS` are already set from outside, add to them, same how
`CFLAGS` worked till now.

(with old Makefile the outside set `CXXFLAGS` take over and further
sjasmplus customization is ignored)

Target `test` was added to make tests auto-detectable by tooling like
`dh_auto_test`, so `tests` is now redundant and will be removed few
versions later (once my muscle memory is adjusted).
