deb: second try: configuration to create 1.23.1+dfsg archive

commands used:
gbp export-orig --upstream-tree=v1.23.1.1 --submodules
--tarball-dir=..
  mk-origtargz --repack --compression xz ../sjasmplus_*.orig.tar.gz
  rm ../sjasmplus_*.orig.tar.gz

Changes from first attempt:
- *.rc files made binary in git objects to preserve CRLF eols in any
  situation, including gbp export-orig in packaging repository.
- Makefile CXXFLAGS mechanics adjusted, target `tests` -> `test` rename
  more thorough, `tests` target will now report itself as deprecated.
- debian/README.source reworked completely to match latest state and
  be more concise
