feat(api): add list keys endpoint with auth filtering (#16)

Add GET /kv/ endpoint to list all keys the caller has read access to.

- Returns JSON array of KeyInfo (Key, Size, Format, CreatedAt, UpdatedAt)
- Optional ?prefix= query param for filtering by key prefix
- Auth-aware: filters results based on caller permissions
- Auth priority: session cookie > Bearer token > public ACL
- Add FilterTokenKeys and FilterPublicKeys to auth layer
- Fix Enabled() to detect public-only ACL configurations
