deps: migrate to google.golang.org/genai SDK

migrate Google provider from deprecated github.com/google/generative-ai-go
to new official SDK google.golang.org/genai v1.28.0.

changes:
- updated client initialization to use genai.ClientConfig with BackendGeminiAPI
- changed content generation to use client.Models.GenerateContent() API
- simplified response handling with resp.Text() method
- fixed MaxOutputTokens type from *int to int32
- updated all tests to work with new SDK mock server configuration
- removed deprecated cloud.google.com/go/ai and related dependencies

the old SDK is end-of-life as of august 31, 2025 and was incompatible
with cloud.google.com/go/ai v0.13.0.
