Fix OPTIONS OpenAPI integration in Rails 8.1.

Fixes an issue where a change in Rails 8.1 where OPTIONS routes are
non-anchored by default, which broke `router.recognize` and also caused
OPTIONS actions on parent controllers to greedily intercept sub-path
requests.
