:cherry_blossom: Add syndication parser

Add parser and test for NHS Choices Syndication organisation xml response to expected opening time format.
Added validation to OpeningTimes constructor and tests for this

Still to do:

eslint runs on the parser from the OpeningTimes package but mocha does
not yet.
