feat(#1): package foundation — exceptions, config, ResolvedEntry, Services

- Replace PackageException with KindlingException + KindlingManifestException,
  each with factory methods using Kindle:-prefixed actionable messages
- Add Config\Kindling base config class with five properties and PRD defaults
- Add ResolvedEntry readonly DTO (file, css, imports)
- Add ViteService stub with full constructor signature and tags() returning ''
- Register ViteService as shared singleton in Config\Services
- Add vite_helper.php (vite_tags()) via autoload.files in composer.json
- Disable header_comment in php-cs-fixer; remove all file-level copyright blocks
- Update CLAUDE.md to reflect current architecture
