fix: requeue sooner when NodePools fail instance type resolution, as per ryan-mist review

If any NodePool fails GetInstanceTypes, requeue after 1 minute instead of the default 6 hours. This enables faster recovery from transient errors (e.g., temporary API failures, NodeClass not yet propagated) while keeping the existing skip-and-continue behavior for persistent misconfigurations.
