feat: integrate Swagger for API documentation and update user/note routes

- Added Swagger UI integration to serve API documentation at /api-docs
- Created swagger configuration in src/config/swagger.ts
- Updated user routes to include Swagger annotations for API documentation
- Refactored user and note routes to new directory structure
- Removed old user router and replaced with updated implementation
- Added default route to handle unspecified endpoints
- Updated package.json to include swagger-jsdoc and swagger-ui-express dependencies
