chore: clean up completed `filterFavorites` feature flag (#11852)

- [x] Remove `filterFavorites` from `IFlagKey` union type in
`src/lib/types/experimental.ts`
- [x] Remove `filterFavorites` entry from flags object in
`src/lib/types/experimental.ts`
- [x] Remove `filterFavorites` from `src/server-dev.ts`
- [x] Remove `filterFavorites` from
`frontend/src/interfaces/uiConfig.ts`
- [x] Remove flag check from `ProjectOverviewFilters.tsx`, keep the
Favorite filter unconditionally
- [x] Remove flag check from `FeaturesOverviewToggleFilters.tsx`, keep
the Favorite filter unconditionally
- [x] Fix biome formatting issues
- [x] Resolve merge conflicts with main (removed both `filterFavorites`
and `pendingUserAccessRequests` from uiConfig.ts)
