Commit Message

by forcing the limit to be greater than 0, and by using boolean logic to default the limit to 10 twice in the same conditional, we have effectively eliminated limit=0 and so every use of paginate MUST be paginated.  It is now possible to say limit=0 in a query param to override the APIs limit
